Position rack in center of oven. Preheat oven to moderate (375°). Butter 13x9x2-inch baking pan. Beat together butter and brown sugar in large bowl until fluffy, 1 to 2 minutes. Beat in eggs, one at a time, beating well after each addition. Stir together four, baking powder, baking soda, salt, cinnamon, nutmeg and cloves in medium-size bowl. Stir dry ingredients into butter mixture just until blended. Stir in oats, walnuts and apples. Turn into prepared pan; spread evenly. Bake in preheated moderate oven (375°) for 30 to 35 minutes or until top springs back when lightly touched and wooden pick inserted in center comes out clean. Cool pan on wire rack to room temperature. Sift 1OX (confectioners) sugar over top. Cut into 24 bars (cut in thirds lengthwise and eighths crosswise).
