DRESSING: Can make ahead. Sweat garlic and olive oil in cup in microwave. Set aside
Combine the next five dressing ingredients in a mixing bowl. Refrigerate.
FRESH STUFF: Add and mix well. Adjust seasonings if needed. Spoon into a serving bowl and serve with the chips.
Make ahead option. Couple days ahead: Chop and bag: onions, peppers, cilantro
4 hours before serving: chop tomatoes, combine everything and let it all marry.
