In a small bowl, combine couscous with 1/2 cup water; let stand for 20 to 30 minutes, or until the couscous is tender and the water is absorbed. Meanwhile, in a small nonstick skillet, heat oil over low heat. Add red peppers, garlic and spices. Saute until the red pepper is slightly softened, 1 to 2 minutes. Let cool. Prepare a grill or preheat the broiler. In a medium-sized bowl, combine turkey, the plumped couscous and the red-pepper mixture; mix thoroughly but lightly. Shape into four 3/4-inch-thick patties. Grill or broil the patties on a lightly oiled rack until browned and no longer pink inside, about 5 minutes per side. Place on buns or muffins and garnish with tomatoes and lettuce. Serves 4. 318 calories per serving: 21 g protein, 9 g fat, 34 g carbohydrate; 583 mg sodium; 56 mg cholesterol.
