Preheat oven to 350°. Spray 1-1/2 to 2 quart baking dish with cooking oil spray. Melt butter in medium frying pay and saute onion and red pepper until softened, about 4 to 6 minutes. Add corn kernals and cook for 3 to 5 minutes, stirring occasionally. Add crumbled bacon and set aside. In large mixing bowl add a little half half to flour and whisk into a paste. Add remaining half half, eggs, mustard sugar, salt, baking powder and caynenne pepper. Add com mixture and mix. Pour into baking dish. Place in hot water bath and bake in 350° oven for about 1 hour. Pudding should be fairly firm when dish is jiggled. Cover with a lid or some foil if pudding browns too much before finished.
