In microwave-proof bowl add oil, garlic, lemon zest, lemon juice and vinegar. Microwave for 60 seconds on 60% power, twice. While hot, add mint, cilantro and tomatoes. Add basil and white pepper. Add cooked orzo and toss well. Serve at room temperature. Serves 2 or 3.
