In a bowl stir together the onion, the egg, the flour, the baking powder. the parsley, the chives, the potato, the nutmeg, and salt and pepper to taste.
In a large skillet heat the butter over moderate heat until the foam subsides, spoon the potato mixture into the skillet to form 6 pancakes, and cook the pancakes, tamping them down firmly with a spatula, for 1 to 2 minutes on each side or until they are browned well. Makes six 3-inch pancakes.
