Heat oven to 300°F. Carefully remove most of paper-like skin from garlic, leaving just enough to hold bulb together. Place garlic on foil; spray generously with cooking spray. Wrap securely in foil. Bake at 300°F. for 45 to 60 minutes until tender. Cool slightly; remove peel from garlic and discard peel. In food processor bowl with metal blade or blender container, combine garlic and remaining ingredients; process until almost smooth. Transfer to small bowl; cover. Refrigerate at least 2 hours or overnight to blend flavors.
