In a bowl with an electric mixer cream together the cream cheese, the horseradish, and the onion until the mixture is combined well, stir in the capers, and spread the cut side of each of the bagels with the cream cheese mixture. Divide the salmon among the bagels and squeeze a drop of lemon juice over each canape. Makes 16 canapes. APP110
