Cook noodles according to package directions; drain and set aside. Preheat oven to 350°F. Grease a 2-quart casserole dish. In large saucepan melt butter or margarine over low heat, add flour and cook 2 minutes, stirring constantly. Gradually add milk. Cook, stirring constantly, until sauce thickens, about 5 minutes. Add parsley, salt and red pepper. Remove £rom heat. Add cream cheese, 1-1/4 cups Cheddar and chevre Stir until cheeses melt. Stir in noodles Pour into prepared casserole. Sprinkle remaining 1/2 cup Cheddar on top. Bake 15 minutes, until bubbly. Makes 4 servings, about 620 calories each. NOTE: Pasta isnt just starch.
