Put bark in saucepan. Add 2 cups water. Bring to boil then reduce to simmer on lowest heat for 20 minutes, covered. Strain into large measuring cup through a cheesecloth lined strainer. Return bark to the pot. Repeat 2 or 3 more times adding 1 cup water each time. (This gets maximum extraction from bark.) Discard bark. Add sugar and citric acid. Once the sugar has dissolved fully, add vodka and store the tonic syrup in the refrigerator.
