Line a heavy 10-inch skillet with heavy foil. Melt butter or margarine in skillet. Stir in 1/4 cup of the sugar and 1/2 teaspoon of the cinnamon; spread evenly in skillet. Remove from heat. Arrange apples in a circular pattern on bottom of skillet. Set aside. Stir together the remaining sugar, remaining cinnamon, flours, baking powder, salt, and nutmeg. Make a well in center. Combine egg, milk, and oil. Add all at once to dry ingredients. Stir till blended. Stir in raisins and nuts. Spoon over apples in skillet. Cover tightly with a lid or foil. Cook over medium heat for 3 minutes. Reduce heat to low; cook 25 to 30 minutes more or till a toothpick inserted in center comes out clean. Remove from heat. Uncover; let cool 5 minutes.
