For marinade: Grind cinnamon, fennel and peppercorns to coarse powder in blender or spice mill. Cut peel from 4 oranges into julienne. Mix with spice powder, juice from 4 oranges, orange juice concentrate, mustard, honey and vinegar in large bowl.
