Directions
Dice potatoes and put in pot with steamer insert with 1 1/2 inches of water. Sprinkle with salt. Cook 15 to 20 minutes or until potatoes can easily be pierced with a fork. Cool.
While the potatoes cook, add onions and celery to bowl.
Prepare Dressing: In a medium bowl combine dressing ingredients.
Add potatoes to bowl. Pour dressing over and gently stir to combine.
Refrigerate at least 30 minutes before serving. Serve cold or bring to room temperature.
